Effective June 3, 2024, the National Human Resources and Social Security Administration Service Platform has decided to incorporate the Foreign Expert System, including both the Foreign Expert Project Management Information System and the Foreigner Work Permit Management Service System.
This blog post provides detailed registration/login instructions, and other essential operations for users of the new work permit system in China.
Registration Procedure
Registering as a Personal User
Personal users need to register with their personal details to manage individual business activities.
Visit https://www.12333.gov.cn, select 登录 (Login) then 个人注册 (Personal Registration).
Fill in the required fields and click 实名注册 (register):
Registering as a Corporate User
Corporate users must register using their company and legal representative information to handle organizational activities.
Visit https://www.12333.gov.cn, select 登录 (Login) then 法人用户 (Corporate Registration), choose the type of corporation, fill in the required details, and finally click on 注册 (register).
Login
To log in, visit https://www.12333.gov.cn and select 登录 (Login)
Choose the user type 个人用户 Personal or 法人用户 Corporate
- 个人用户 (Personal user) log in with their mobile number or ID number and password.
- 法人用户 (Corporate user) log in with their username and password.
If you have previously registered on the Ministry of Science and Technology’s service platform, reset your password using the 忘记密码 (Forgot Password) option.
Real-Person Authentication
Personal users must complete real-person authentication to access services.
This can be done as follows:
- Click 认证中心 (Authentication Center) then 实人认证 (Real-Person Authentication).
- Use WeChat or Alipay to scan the QR code and complete facial recognition.
Corporate User Authorization
Corporate users can authorize personal users to manage business activities on their behalf.
Authorized personal users can access the “Foreign Expert Project Management Information System” and the “Foreigner Work Permit Management Service System.”
- Log in and click 认证中心 (Certification Center)
- Go to 我的经办人 (My Agents) and then 创建 (Create)
- Enter the personal user’s ID number, select the user, authorize services, set the authorization period, and confirm.
To unbind or re-authorize an agent, follow the prompts in the 我的经办人 (My Agents) section.

Password Reset
Personal users can retrieve (reset) their passwords as follows:
Click 登录 (Login) then under 个人用户 (Personal User) click on 忘记密码 (Forgot Password)
Click on 重置登录密码 (Reset Login Password)
Enter your 姓名 (name) and 证件号码 (ID number) then click 下一步 (Next)
Enter the 手机号 (mobile number) and 手机验证码 (verification code) then click 下一步 (Next)
Enter and confirm the new password, then click 下一步 (Next) to return to the login page
Corporate User
Corporate users can retrieve their password, username, or mobile number as follows:
Password Reset:
Click 登录 (Login) then under 法人用户 (Corporate User) click 忘记密码 (Forgot Password)
Enter your 账号 (account number), 企业名称 (company name), and 统一社会信用代码 (unified social credit code) then click 下一步 (Next)
Enter the 手机号 (mobile number) and 手机验证码 (verification code) then click 下一步 (Next)
Enter and confirm the new password, then click 下一步 to confirm and return to the login page.
Username Retrieval:
Click “Login,” then under 法人用户 (Corporate User) click 忘记用户名 (Forgot Username)
Enter your 企业名称 (company name), and 统一社会信用代码 (unified social credit code) then click 下一步 (Next)
Retrieve the username then click 下一步 (Next) to return to the login page.
Mobile Number Reset:
Click 登录 (Login) then under 法人用户 (Corporate User) click 忘记密码 (Forgot Password)
Enter your 账号 (account number), 企业名称 (company name), and 统一社会信用代码 (unified social credit code) then click 下一步 (Next)
Click 忘记手机号？请‘点击此处’找回 (Forgot mobile number Click here to retrieve) to enter the mobile number reset interface.
Fill in the required documents regarding the company such as:
- 企业名称 Company name
- 企业统一社会信用代码 Unified social credit code
- 手机号 Mobile phone number
- 交营业执照 Business license
- 法人身份证照片 Legal representative ID card copy (front and back)
- 手机号证明材料 Mobile phone number certification materials (for example: real-name authentication certificate issued by the operator, or mobile phone number payment invoice)
Click 提交 (submit) in order to reset the mobile number.
